Subject: Voice Against Corruption, Partisan Influence, and Constitutional Paralysis — Essential Steps and Announcement of the Second National Convention of Independent Citizens on Kartik 21, 22, and 23
Dear Friends,
We, the Independent Citizens’ Group – Nepal, are a free and non–political group, distanced from any political ideology, belief, or party affiliation. Our core purpose is to strengthen and institutionalize the collective voice of independent, patriotic, and conscious citizens against the dominance of partyocracy, entrenched corruption, and abnormal partisan interference.
For decades, Nepal’s political parties have captured state power, expanding partisan intervention deeply into administration, constitutional bodies, and even diplomatic institutions. These practices have weakened good governance, fueled corruption, suppressed citizens’ rights, and created frustration among ordinary people. As a result, the nation has continuously fallen into instability and uncertainty.
The recent Gen–Z movement has further revealed to the world the anger and voice of Nepal’s young generation. As a peaceful yet historic uprising, it has become a rebellion against partisan corruption, oppression, and inequality. Institutionalizing and strengthening the achievements gained through this movement is not only the responsibility of the youth but also the shared duty of all Nepalis, including Gen–X and Gen–Y.
In this context, following the virtual meeting of independent Nepali citizens at home and abroad on Ashoj 7, and the formal in–person meeting at Chakrapath, Kathmandu on Ashoj 8, various leaders of independent civic societies and the Independent Citizens’ Group–Nepal have today, through a press conference, announced their demands, perspectives, and future plans.
Our Key Decisions and Demands:
1. Second National Convention of Independents:
The national convention will be held on Kartik 21, 22, and 23 (venue to be announced). Independent citizens, experts, social campaigners, and youth from across the nation will participate. The convention will deliberate on alternative policies and strategies for overcoming the current political crisis, ensuring good governance, transparency, and sustainable development.
2. Immediate Recall of Ambassadors:
Diplomatic appointments made through party cadres have gravely damaged Nepal’s foreign policy and national interests. Such politically appointed ambassadors lacking competence and merit must be recalled immediately, and a transparent review conducted.
3. Dissolution of Partisan Organizations:
All party–affiliated organizations influencing the state and public service must be formally dissolved. Only then can good governance and transparency in public service be ensured.
4. Guaranteeing Independent Candidacy at the Local Level:
Local governance must remain transparent and independent through party–free representatives. Constitutional and administrative reforms are urgently required to guarantee this.
5. Immediate Annulment of Constitutional Appointments and Systemic Reform:
All constitutional appointments made under party divisions must be annulled immediately. A new system of appointments must be adopted, based on merit, competence, transparency, and independence, thereby reforming the entire structure.
6. Accountability for Suppression of the Gen–Z Movement:
Those responsible for violence and suppression against peaceful demonstrators during the movement must be impartially investigated and brought to legal justice without delay.
7. Lifetime Protection for the Injured and Disabled:
The government must assume full responsibility for the treatment, education, employment, and social security of youths injured or disabled during the movement.
8. Strict Action Against Corruption:
Individuals engaged in systemic and high–level corruption must be brought under swift, transparent, and effective legal action.
9. Dissolution of Provincial Governments and Formation of Independent Citizens’ Governments:
The current provincial governments have demonstrated only failure. Therefore, they must be dissolved immediately, and interim independent citizens’ governments formed to establish the foundation of transparent governance.
10. Immediate Recall of Local Representatives: As the country is moving toward the preparation of the general election, there is a high possibility that local representatives elected from various political parties may misuse government resources and property in favor of their party interests. Since this could undermine the fairness and integrity of the election results, the currently elected local representatives must be immediately recalled.
In Conclusion-
We call upon all stakeholders—democratic institutions, civil society, intellectuals, the youth, and international partners—to remain sensitive to this grave situation in Nepal and take appropriate measures.
The fundamental objective of the Independent Citizens’ Group–Nepal is to raise the people’s voice through dignified, transparent, and effective means, paving the way for the creation of a prosperous, well–governed, and sustainable Nepal. जय होस !
